Solon 5th Street Reconstruction Weekly Report:


Segment 1 (East of Wood Lily Rd – City Limits):

This Week:

• Staging and machine preparations for Segment 2 paving.

Two-Week Plan:

• Finish sidewalk paving between Wood Lily and Raymond intersections.

• Final grade acceptance and seeding operations.

• Material cleanup near Raymond intersection.

• Joint finishing between Wood Lily and Raymond Intersections.


Segment 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

• Segment 2 paving: Mainline Road paved, concrete joints prepared, Kingston and David

intersections poured.

Two-Week Plan:

• Segment 2 intersection and sidewalk paving will continue through the week of

September 19th.

• Segment 2 surface clearing and efforts to mitigate fugitive dust from jobsite.

• Segment 2 Joint cleaning and sealing. This work will generate dust that is unavoidable

during construction. Residents should be aware that dust may linger from jobsite over

the next two weeks. It is recommended to keep all windows closed when construction

work is taking place.

• Topsoil Placement, final grading, and seeding operations after sidewalk paving is

finished. This work will also generate dust that is unavoidable during construction.


Segment 3 (East of Highway 1 – Green Acres Dr.):

This Week:

• Concrete truck washouts for Segment 2 paving.

Two-Week Plan:

• Water main excavations near bank driveway. This work will occur before Segment 3 is

officially closed.

• Segment 3 construction is anticipated to begin in 2 weeks. Traffic control/detour maps

will be updated 1-week prior to Segment 3 closure. See city website for more details.


Traffic Control:

Traffic should continue using the established detour route. Traffic

control/detour adjustments anticipated for September 26th. Updates will be

provided one week in advance.

• Segment 2 intersection and sidewalk paving will begin the week of September 19th.

• Topsoil Placement, final grading, and seeding operations after sidewalk paving is

complete.

This Week:

• No work was completed in the area.


Two-Week Plan:

• Water main excavations near bank driveway. This work will occur before Segment 3 is

• Grading and fill dirt added near the Saddleback golf course.

• Finish sidewalk paving between Wood Lily and Raymond intersections.

• Fill dirt placement and Intake finishing near Bergamot intersection.

• Topsoil placement and final grading near Wood Lily intersection.

• Material cleanup near Raymond intersection.

• Construction traffic will increase along the detour route, David Dr., Windsor Dr., and

Kingston Dr. during Segment 2 Paving.


Segment 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

• Retaining Wall installation began near Green Acres intersection.


Two-Week Plan:

• Segment 2 paving will occur between September 12th – September 14th.

• Segment 2 sidewalk and intersection paving will occur after roadway has been paved.

• Topsoil Placement and final grading along Segment 2 corridor.


Segment 3 (East of Highway 1 – Green Acres Dr.):

This Week:

• Minor repairs to temporary surface between Green Acres and Market Intersections.


Two-Week Plan:

• Water main and storm sewer excavations near the bank’s driveway. This work will not

begin until Segment 3 detour has been established.

• Pavement removal and subgrade improvements for Segment 3.

• Segment 3 construction will begin in approximately 3 weeks. Traffic control/detours will

be updated prior to Segment 3 closure.


Traffic Control:

Traffic should continue using the established detour route. See the attached

• Saddleback Contractor fixed water valve issues east of Bergamot Ln.


Two-Week Plan:

• Finish sidewalk paving up to Wood Lily intersection after Segment 2 roadway paving.

• Segment 2 paving will occur between August 31st – September 6th. Construction traffic

will increase along the detour route, David Dr., Windsor Dr., and Kingston Dr. during

Segment 2 (East of Green Acres Dr. – Wood Lily Rd):


This Week:

• Subgrade and base improvements between Green Acres and Windsor intersections.

• Subdrains installed and connected to intakes west of Kingston Dr.

• Poured new intakes and storm sewer east of Green Acres Dr.

• Gas main conflict and relocation by utility companies.

• Filter socks and drainage grading between Green Acres and Kingston.


Two-Week Plan:

• Subgrade preparations west of Kingston intersection.

• Intake and storm sewer removal at care center.

• Install subdrains between Green Acres and Kingston intersections.

• Segment 2 roadway paving begins around August 31st – September 6th. Segment 2

roadway will be open 1-2 weeks after paving is completed.


Segment 3 (East of Highway 1 – Green Acres Dr.)

This Week:

• Sidewalk removal at Green Acres NE Sidewalk.


Two-Week Plan:

• Segment 3 construction will begin in approximately 2-3 weeks. Traffic control/detours

will be updated prior to Segment 3 closure.


Traffic Control:

• Subgrade prepared for remainder of Segment 1 paving.


Two-Week Plan:

• Grading near sidewalks along Segment 1. Finish sidewalk paving up to Wood Lily

intersection after Segment 2 roadway paving.

• Segment 2 paving will occur between August 25th – August 30th. Construction traffic will

increase along the detour route, David Dr., Windsor Dr., and Kingston Dr. during paving.


Segment 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

• Subgrade and base improvements between Kingston and David intersections.

• Subdrains installed and connected to intakes east of Kingston Dr.

• Sidewalk removal and future sidewalk grading east of Green Acres Dr.

• Side street pavements and driveways removed for all of Segment 2.

• Removal of existing intakes and storm sewer west of Windsor intersection.

• Power pole adjustments and relocation by utility companies.

• Segment 2 roadway paving to occur between August 25th – August 30th. Segment 2

• Road Core-outs and subgrade improvements east of David intersection.

• Subdrains installed and connected to intakes near preservation area.

• Grading for north sidewalk east of Windsor Dr.

• All segment 2 intakes connections and bases have been sealed with concrete.

• Side street pavement removed at Wood Lily intersection.

• Subgrade improvements at Wood Lily intersection.

Two-Week Plan:

• Sidewalk grading and subgrade preparations along north side of Segment 2.

• Install subdrains and connect to intake structures.

• Utility relocations of power poles and communication junction boxes.

• Segment 2 roadway paving to occur in approximately 2 weeks. Updates to traffic control

will be provided prior to changes.


Segment 3 (East of Highway 1 – Green Acres Dr.)

This Week:

• No work was completed in this area.

Two-Week Plan:

• Utility relocations to prepare for construction in Segment 3.

August 5th, 2022

Solon 5th Street Reconstruction Weekly Report:

Segment 1 (East of Wood Lily Rd – City Limits):

This Week:

 Grading was completed near Raymond and Bergamot intersections.


Two‐Week Plan:

 Grading east of Wood Lily Rd, Sidewalk paving once grade and base are prepared.

 Contractor will place erosion stone at the storm sewer outlet near the golf course.

 Saddleback Estates Subdivision will be paving internal roadways.

Construction vehicle traffic will increase along detour during this time.


Segment 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

 5th Street pavement removed using milling machine.

 Subdrains installed and connected to intakes north of Wood Lily intersection.

 All storm crossings were completed. Several intake structures were poured.

 Sidewalk grading east of David Dr., sidewalk near Wood Lily intersection was removed.


Two‐Week Plan:

 Finish pouring intake structures near Windsor and David intersections.

 Sidewalk grading and subbase preparations along north side of Segment 2.

 Install subdrains and connect to intake structures.

 Utility relocations between Windsor and David Intersections.

 Segment 2 roadway paving to occur in 2‐3 weeks. Updates on traffic control will be

provided prior to changes.


Segment 3 (East of Highway 1 – Green Acres Dr.)

This Week:

 Roadway removed; curb fillets rolled for access along Segment 3.

 Utility relocations north of the Bridge Community Bank.


Two‐Week Plan:

 Exploratory excavation will occur east of the Bank’s access to 5th Street. Engineers and

City staff will evaluate the condition of water main and make improvements as needed.

 Utility relocations will occur to prepare for construction in Segment 3.


Traffic Control:

Traffic should continue using the established detour route. Updates will be provided one

week in advance.



July 29th, 2022

UPDATED PROJECT MAP

Solon 5th Street Reconstruction Weekly Report:

Segment 1 (East of Wood Lily Rd – City Limits):

This Week:

 Sidewalk was paved east of Raymond Dr. and South of 5th Street.

 Underground utility coordination and installation.

Two‐Week Plan:

 Grading east of Wood Lily Rd, Sidewalk paving once grade and base are prepared.

 Contractor will place erosion stone at the storm sewer outlet near the golf course.

 Saddleback Estates Subdivision will be paving internal roadways in early August.

Construction vehicle traffic will increase along detour during this time.


Segment 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

 Water main was connected at David Dr.

 Mainline storm sewer for segment 2 was completed.

 Excavation for north sidewalk continued to Windsor Dr.

Two‐Week Plan:

 Storm sewer crossings and intake structures completed for segment 2.

 Roadway removal will begin next Monday(August 1st). Removals will extend through

Segment 3. Monday August 1st, Care Center traffic should use Kingston Dr. until

12:00pm. After 12:00pm, Care Center access will be provided using HWY 1/ Market St.

All other 5th street traffic should use the indicated detour.


Segment 3 (East of Highway 1 – Green Acres Dr.)

This Week:

 No work was completed in this area.

Two‐Week Plan:

 Exploratory excavation will occur east of the Bank’s access to 5th Street. Engineers and

City staff will evaluate the condition of water main and make improvements as needed.

 Roadway removal will begin next Monday August 1st. Segment 3 roadway will be

temporary closed during the morning of Monday August 1st. Refer to Segment 2’s Two‐

Week Plan for traffic adjustments necessary for roadway removal.


Traffic Control:

Traffic should continue using the established detour route. See the attached

map for detour routes and roadway closures. Updates will be provided one

week in advance.



July 22, 2022 

UPDATED PROJECT MAP

Solon 5th Street Reconstruction Weekly Report:

Part 1 (East of Wood Lily Rd – City Limits):

This Week:

 Contractor continued grading on north and south sides of 5th St.

 Rock shoulder/temporary roadway was removed and replaced with topsoil as area

prepares for sidewalk paving.

Two‐Week Plan:

 Contractor will begin paving sidewalks on early next week.

 Contractor will finish placing erosion stone at the storm sewer outlet near the golf

course.

 Saddleback Estates Subdivision will be paving internal roadways in early August.

Construction vehicle traffic will increase along detour during this time.


Part 2 (East of Green Acres Dr. – Wood Lily Rd):

This Week:

 Contractor completed water main installation and testing.

 Approximately 350’ of storm sewer was installed near the Prairie Conservation Area.

 Excavation for north sidewalk began east of David Dr.

Two‐Week Plan:

 Finish storm sewer and intake installations up to Kingston Dr.

 Roadway removal will begin, roadway subbase improvements will be made, followed by

the paving of the roadway (Week of August 1st,).


Part 3 (East of Highway 1 – Green Acres Dr.)

This Week:

 No work was completed in this area.

Two‐Week Plan:

 Exploratory excavation will occur east of the Bank’s access to 5th Street. Engineers and

City staff will evaluate the condition of water main and make improvements as needed.

 Storm excavation and improvements will begin once Part 2’s roadway paving has begun.


Traffic Control:

Traffic should continue using the established detour route. See the attached

map for detour routes and roadway closures. Updates will be provided one

week in advance.



July 15, 2022

Solon East 5th Street Reconstruction update:

During the week of July 11th , the Contractor’s efforts were focused on completing underground

utility work including storm sewer installation and pressure testing water main and connecting

the new main to City’s water system. Utility conflicts and inclement weather slowed storm

sewer installation procedures. Utility companies were working late in the week to relocate

utilities to eliminate conflicts with storm sewer installation.


Two-Week plan:

A construction meeting with the Contractor is scheduled for Tuesday July 19 th , where an

updated construction schedule and various construction activities will be discussed. Storm

sewer construction will continue west of Wood Lily Road, the Contractor intends to install pipes

as they excavate west to reduce open trenches within the area. Sidewalk paving should occur

late next week or the following week.

Once underground utilities have been installed, roadway removal and paving procedure will

begin. The Contractor anticipates this work will begin the week of July 25 th .


Traffic Control:

5th Street will be completely closed to all traffic between Kingston Drive and

Raymond Dr.

Wood Lily Road will be closed at 5 th Street and traffic will be detoured onto Bergamot Lane. All

traffic east of Raymond Drive and any residents North of 5 th Street will need to use the detour

route. This detour will be in effect until roadway paving has been completed.



July 8, 2022

Work completed during the week of July 4th, included pressure testing water main and

connecting the new main to City’s water system. Crews were able to prepare subbase

improvements for the sidewalk/trail to Saddleback Golf Course. However, heavy rains delayed

paving procedures, storm sewer excavations, and other work anticipated for this week.

Two-Week plan:

Eastern Iowa Excavating & Concrete will begin paving the sidewalk and trail east of Raymond

Drive on Monday July 11th. They will also be excavating for future storm sewer west of Wood

Lily Rd. They intend to install pipes as they move west to reduce open trenches in the area.

Roadway removal and preparation for paving the center section of East 5th Street is expected to

begin the week of July 18th.

Traffic Control:

5th Street will be completely closed to all traffic between Kingston Drive and Raymond Dr.

Wood Lily Road will be closed at 5th Street and traffic will be detoured onto Bergamot Lane. All

traffic east of Raymond Drive and any residents North of 5th Street will need to use the detour

route. This detour will be in effect until roadway paving has been completed.


June 24, 2022

Work completed during the week of June 20, 2022 included installation of water main on the

north side of East 5 th Street from Wood Lily Road to Windsor Drive. Private utility companies

were busy relocating utilities in this area as well.

Two- Week plan:

The Contractor will be testing the newly installed water main Monday to Wednesday, the week

of June 27, 2022. If samples are good, the Contractor will be connecting the new water main

on Thursday June 30, 2022. Expect some interruption of water service on June 30, 2022.

The Contractor will begin cleaning up the areas where the new road has been paved and will

begin installing the sidewalk. Final grading and seeding will follow those activities.

Traffic Control:

5 th Street will remain closed to all traffic between Kingston Drive and Raymond

Drive

No parking signs are installed on Bergamot Lane as traffic in Fox Ridge is detoured onto

Bergamot Lane. Wood Lily Road will be closed at 5 th Street and traffic will be detoured onto

Bergamot Lane. All traffic east of Raymond Drive and any residents north of 5 th Street will need

to use the detour route. This detour will be in effect until roadway paving has been completed.


June 17, 2022

East 5th Street was closed from Raymond Drive to Kingston Drive. The closure required closing the intersections on 5th street including Kingston Drive, Windsor Drive, David Drive and Wood

Lily Road.

Work completed during the week of June 16, 2022, included removing topsoil, pot holing utilities and the installation of water main.

Two- Week plan:

Eastern Iowa will install storm sewer along East 5th Street over the next couple of weeks. They will remove the existing roadway pavement and will construct subgrade for future paving. Once subgrade has been prepared, crews will construct the new roadway pavement. Eastern Iowa Excavating anticipates this work carrying into July. They will also work to backfill and grade the areas disturbed on the first phase and install sidewalks and trails.

Traffic Control:

5th Street will be completely closed to all traffic between Kingston Drive and Raymond Dr. No parking signs will be installed on Bergamot Lane as traffic in Fox Ridge is detoured onto Bergamot Lane. Wood Lily Road will be closed at 5th Street and traffic will be detoured onto Bergamot Lane. All traffic east of Raymond Drive and any residents North of 5th Street will need to use the detour route.


June 12, 2022

NOTICE: TRAFFIC CONTROL CHANGES ON 6/13/22

Solon 5th Street Reconstruction update:

Work completed during the week of June 6, 2022 included construction of storm sewer intake

tops, sealing joints on the new concrete pavement, construction of the asphalt transition

pavement at the east end of the project, and coordination with utilities for installing storm

sewer west of Wood Lily Road.

Starting June 13th, the Contractor will close East 5th Street from Raymond Drive to Kingston

Drive. The closure requires closing the intersections on 5th street including Kingston Drive,

Windsor Drive, David Drive and Wood Lily Road. Residents in Fox Ridge will be detoured onto

Bergamot Ln, across 5th Street and will continue along the existing detour using Raymond Dr.,

Plum St. and Main St. for the remainder of construction actives. Residents in Prairie Acres

development will have access from the north to Plum Street and should follow the detour

signage.

Two- Week plan:

Eastern Iowa will install storm sewer along East 5th Street over the next couple of weeks. They

will remove the existing roadway pavement and will construct subgrade for future paving.

Once subgrade has been prepared, crews will construct the new roadway pavement. Eastern

Iowa anticipates this work carrying into July. They will also work to backfill and grade the areas

June 3, 2022

East bound traffic will travel on the new concrete slab and west bound traffic will continue to use the temporary road. Traffic will continue to be diverted along the detour route of Raymond Drive, Plum Street and Main Street for the remainder of construction activities. 

 The Contractor paved the west bound lane June 3, 2022, from City limits to west of Raymond Drive. Storm sewer has been installed to Wood Lily Road and will continue west along 5th Street once the new pavement is open to traffic and Fox Ridge traffic can be routed on Bergamot Lane to Raymond Drive.

 Other Agencies: 

Alliant gas continues to install new gas main and services along 5th Street.

 Windstream had an unknown service line severed that caused some disruption to service. 

 Two- Week Plan:

The Contractor will be installing storm sewer along 5th Street, sealing the open joints of the new pavement, along with completing storm intake tops and placing the asphalt transitions from City limits to county road.

Traffic Control:

 5th Street will be completely closed East of Solon Nursing Care Center and west of Raymond Drive beginning June 13, 2022. Please note the revised detour route and parking restrictions once Wood Lily is closed from 5th Street. 

 All access to Wood Lilly Road, Bergamot Lane, and all points east of Raymond Drive will be from the detour route. 


5/27/2022

The temporary road will remain in effect and traffic will be diverted along the detour route of Raymond, Plum and Main St. for the remainder of construction actives. 

Eastern Iowa has removed several portions of roadway on E 5th Street and its side streets and began installation of Phase 2 pavement. Storm and water main installation is being prepared along E 5th Street between Windsor Dr. and David Dr. 

Eastern Iowa will be preparing to pave phase 3 June 3rd, 2022. 

Two- Week plan:

Eastern Iowa should finish paving phase 3 and prepare to move on to phase 4 paving later the following week.


5/20/2022

The temporary road is in effect and traffic will be diverted along the detour route of Raymond, Plum and Main St. for the remainder of construction actives. 

Eastern Iowa Excavating has removed the east bound lane (Phase 2) of 5th street from wood Lilly Rd east to the City limits. Paving of Phase 2 is schedule to begin approximately on the 25th. 

Other agencies: 

  • MidAmerican Gas is planning on finishing boring of the new gas main from Highway 1 to David Dr. early next week.
  • Mediacom has installed a new temporary line at Bergamot Lane to address the outage issues. 

Two- Week plan:

Eastern Iowa is scheduled to start paving phase 2 and continue installing storm sewer along (Phase 4) of the project. Once phase 2 is paved; removal of pavement for the west bound lane (Phase 3) will begin. 

Warning: 

  1. Speed limit on the temporary road will be posted at 15MHP. 
  2. No parking signs will be installed along Plum St. and Raymond St for the remainder of the project.
  3. No parking signs will be installed along Wood Lily Rd for phases 2 and 3 of the project.



5/13/2022

Eastern Iowa finished installing storm sewer under the temporary road and started construction on the temporary road for phase 2 & 3.  The temporary road is scheduled to be completed May 17th and traffic will be directed on the road approximately on May 18-20th. Traffic will be diverted along the detour route of Raymond, Plum and Main St. for the remainder of construction actives. 

Other agencies: 

Alliant gas will be on site starting May 16th boring in new gas main from Highway 1 to David Dr. Be aware of interruptions of service.

Two- Week plan:

Eastern Iowa is scheduled to start removing the pavement on phase 2 once the traffic has been placed on the temporary road. Continue installing storm sewer along 5th street in phase 2. 

Warning: 

1.    Speed limit on the temporary road will be posted at 15MHP. 

2.    No parking signs will be installed along Plum St. and Raymond St for the remainder of the project.

5/12/2022

Detour Route will begin tomorrow (Friday). Those that want to exit and enter Bergamot will have to use Wood Lily Road. Those that wish to head in or out of Solon on 180th Street will have to use temporary road off of Raymond Drive. Please drive slowly and be alert.

Eastern Iowa Excavation and Concrete continued laying storm pipe and structures east of Raymond Dr. Their crews also prepared/protected underground utilities and structures for temporary roadway placement. Due to rain, the crews are slightly behind construction schedule but anticipate recovering lost time as paving activities begin in the coming week(s). Next Monday, Eastern Iowa will begin placing temporary roadway and completing storm pipe crossings east of Raymond Dr. Eastern Iowa plans to continue using the one-way yield traffic control for the beginning of next week but hopes to have detour routes established by the end of next week depending on weather conditions. Residents should be prepared for detours sometime later into next week (May 11th – May 13th) but may not see detours in-place until the following week (May 16th). 


4/29/2022 UPDATE

Eastern Iowa Excavation and Concrete laid approximately 300 feet of storm sewer, set another storm manhole, and continued underground preparations for temporary road installation. Work was slowed due to rain. Several Utility Companies were also on-site relocating utilities from David Dr. to Bergamot Ln. Work on a separate jobsite damaged Mediacom’s Fiber Optic line which disrupted service for a couple of days, this disruption was not due to the 5th Street Reconstruction project. Next week, Eastern Iowa will continue storm sewer improvements on the north side of 5th street between Raymond Dr. and Bergamot Ln and hope to have the temporary roadway placed by the end of next week. No detour will be implemented through next week, but residents should continue to anticipate delays while commuting. Detours are expected to begin the week of May 9th. As construction nears residential areas, residents should be prepared for a louder environment. 


4/22/2022 UPDATE

This week Eastern Iowa Excavating and Concrete laid approximately 250 feet of 42” storm sewer and began preparatory work for temporary road installation.  Several utility companies were also on site relocating and setting new utility structures between David Dr. and Bergamot Ln. Looking ahead into next week, Eastern Iowa will continue to construct phase 1 storm improvements. 5th Street will be open to traffic through next week and no detour will be in place. However, heavy construction traffic is anticipated so residents’ should expect some delays in their commutes during working hours. 


4/15/2022 Update

This week, Eastern Iowa Excavating and Concrete completed staging, site preparation, and construction of SW-401_1 (Storm water manhole) near Saddleback Golf Course. Meanwhile, several utilities were relocated between Wood Lily Rd. and Bergamot Ln. Next week, utilities will continue to relocate along 5th Street. Eastern Iowa Excavating and Concrete will be setting the storm outlet and moving west with storm improvements near Saddleback Golf Course. No detours will occur next week, but construction traffic will be heavy due to development of the new subdivision east of Raymond Dr., residents should anticipate some delay in their commute but will not need to detour. Detours routes are expected to begin in 2-3 weeks.
 


Reconstruction of East 5th Street, from Market Street to the Saddleback Golf Course will begin April 11th, 2022. Eastern Iowa Excavating and Concrete, LLC of Cascade Iowa was awarded the contract for this project. The design engineer is Veenstra and Kimm Engineering, Inc. of Coralville Iowa. This $1.9 million dollar project is the largest street project to date for the City of Solon.

This project will be performed in 3 phases to accommodate all vehicle traffic, and a marked detour route will be in place. (see map) Project includes; Construct East 5th Street Reconstruction project including the full reconstruction of approximately 2,500 ft of an existing rural section HMA overlay street to a 31 ft wide 8" PCC street with curb and gutter and storm sewer. Improvements include all labor, materials, and equipment necessary to construct 8" PCC pavement (9,384 SY) on a 6" modified subbase (2,183 CY); subdrain (2,625 LF); intakes (24 Ea.); 12" – 42" storm sewer (2,847 LF); PCC driveways (830 SY); 6" PCC trail and sidewalk (1,951 SY); 8" water main (747 LF); traffic control; earthwork, excavation, backfill, sitework; erosion control, seeding and miscellaneous associated work including cleanup. The street will need to be constructed in three phases to maintain two-way vehicle traffic and access at all times.

On April 11, 2022, weather permitting, Phase 1 will begin. This area is from Saddleback Golf Course to Raymond Drive. A temporary road will be built first to allow rural vehicle traffic coming and going on 180th Street to Raymond Drive and then through town along the detour route.. Accessing Bergamot Lane will be done by Wood Lily Rd from East 5th Street. This phase will take several weeks to complete.
